On a morning in late June, Todd was seen walking in a public park, and someone called the police when they recognized him.

Revenge plotting prisoner to spend two more years in jail

Robert Douglas Frank, the jailbird who was charged with attempting to pay a fellow inmate to capture a former friend and burning her and the house she lived in to the ground, has been found guilty on 12 of 32 counts. 

Judge Timothy Gabriel placed a judicial stay on seven of those 12 counts, finding that they were duplicate charges.
